What the rank ladders actually prove
Four badges say “Reach the maximum rank on the … team”. That is the developers telling us, in their own words, that Border Patrol, Police, US Army and FBI each have a progression ladder with a top. A fifth badge, Federal Career, requires “at least a Tier III rank on every federal team” — which additionally tells us that the federal teams share a tier system, and that Tier III is not the top of it.
Federal Career is held by 340 accounts, 0.0014% — the rarest thing in the game by a wide margin. The next rarest, Captain on US Army, is nearly eight times more common.
Which team to pick first
For a rare badge, Border Patrol is the best value: Chief of the Line sits at 0.216% and needs sustained checkpoint work rather than any purchase. It is reported to be free*, which we could not confirm against an API. If you want the money loop, start Civilian — the smuggling badges show it is the mainstream path, with 51.9% of accounts completing a first sale.
